Rules added for Avatar and Signature section

Simple rules for you too must learn this.

Avatar must be of the height needed. So as the Signature.
No adding of width or height allowed.
Maybe some time if I want to or if majority wins.
You must only one thread in the avatar and signature shop. Click here
Reviving is allowed.
